The aim of the Common Fisheries Policy (CFP) is to develop fisheries and aquaculture while preserving marine diversity and resources.
This policy is based on four main pillars:
- Resource conservation and management;
- Common organisation of the markets;
- European fleet structures and management;
- Relations with non-EU countries.

In France, The EMFF Operational Program is managed by the Department of Maritime Fisheries and Aquaculture (DPMA) of the Ministry of Agriculture. The management of part of the EMFF measures may be entrusted to the regional coastal councils.
